The "Email All Users" mod is installed and works. The problem is I don't know how to omit users that don't want any emails. There is a check box for "Opt-in users only" but what does that mean? How does a user opt-in or opt-out?
In the user's profile, if they answer "YES" to "Allow Forum Members to Send you E-Mail?", then they opt-in. Likewise, if they answer "NO" then they opt-out.
