Off the top of my head, based on your description, I'd say what this is is setup.asp looking ofr you to create an admin account.
When running setup.asp for the first time, you will be prompted, at some stage, to provide a username and password for an administrative account that will be created to give you access to your forum's admin options. This should be explained to you on-screen, if it is indeed what you're describing above.
