Does anyone know what this line does. My server doesn't seem to like it and because of it won't allow me to login to admin page.

It's a security check for administration.

Sounds like sessions are not enabled. That means the colors probably don't work either...

Sessions are enabled by default in IIS 3,4,5. You can disable them for the web server in the Internet Service Manager (MMC), or on a page-by-page basis with a line <%$EnableSessionState=false%>
