Is there anyway to remove/disable the 'New Topic' option? We are looking to limit the number of topics by posting a thread once a week and having participants respond to that, but we don't want them to 'add' new topics freely. Is this possible?

Best way I can think of is, you`re just locking the forum you wanted the restriction set to. This way only Admins can post new topics.
You can lock a forum by clicking on the symbol on the right side of the forum view

However he wants people to be able to respond to the topics still. Locking the forum should lock the ability to respond as well.

What if you set it up so that the topic was moderated but the posts did not require it. Granted, they would still be able to create new topics, but only the admins see it.

No, you can lock new topic creation explicitly and the replies would flow through fine.

I can't understand when people want to reduce threads though - you will have the same number of replies (you hope), but is it 1 thread to cover 10 subjects, or 10 threads to cover one subject each ?

Locking a forum locks it for all, not just for topics. Moderation can work like that, but locking no.
