I would like to implement the Snitz forums to an existing web site, but where the registered users able to post messages comes from an existing membership database (in Access format). I do not want outsiders to be able to register themselves to post messages. Yet, I want all internet browsers to be able to read messages. Is this sort of thing feasible? Thanks.

Feasible, yes. You'd need to consider how to have the forum identify your users. Probably the best bet would be to keep Snitz registration details, created from the existing member data, and then when your users logged in to your other system, you'd just need to write the cookies Snitz uses for each own access system.
