No, they are not associated other than SHN is Snitz with extras added, you therfore have greater freedom using the base Snitz code as it doesn't have all the other stuff bloating it out.
If deciding on the SHN code, check whether it has had all the security fixes added as it is based on an old version of the base code.
They are not officially "associated"; ServerHacker's portal is built on the Snitz base code incorporating many mods and custom scripts. For help upgrading to a ServerHacker portal, please seach or ask in their forums.
