I want to know about the function
"cLng(ChkUser(strDBNTUserName, strPassword, strReplyAuthor))"
I want to know are admin and forum admin Level is? Is it same?

The function you are looking at is not checking for admins/moderators. That is done through mlev in the user profile table. Forum moderators are assigned in a separate table for each forum, but I can't remember which one of the top of my head. |

That function will return one of 5 values:
0, if the visitor is not logged in; 1, if they are logged in; 2, if they are the author of that post; 3, if they are a moderator; 4, if the are an administrator.
These are determined by the M_LEVEL filed in the MEMBERS table which holds one of 3 values:
1, if they are a normal member; 2, if they are a moderator; 3, if they are an administrator.
As Ranko said, that function will not tell you if a member is a moderator of a particular forum, the function you need there is chkForumModerator in inc_func_common.asp.
