Can you change the background color to a designed image or link it to a .gif ????

you'll need to edit inc_top.asp and modify the <BODY tag to include background="http://www.linktoimage.com/linkedimage.gif"

the link above is just an example, just change it to the image you plan on using. If it will be an image that is in your /forum directory, it can look like this: background="linkedimage.gif"

And I believe you need to edit inc_top_short.asp too.
In case you want the same background graphics for the popup windows.

When I make the changes to inc_top.asp the color changed but to green not he image I wanted????

Yes, you can remove the:

bgColor="<% =strPageBGColor %>"
