We've decided to allow non-members to view all Forums, but we don'T want them to be bale to POST or REPLY unless they have Regiestered. Do i only have to change Require Registration to NO, or is there more to it than that?

Correct. The base install of Snitz requires everyone to be logged in to post (or to supply a username and password when posting).
