Which email component is being used? (you can find that out in Email Server Config - its the first dropdown box) Is it the same one as you have specified in the admin area?

Don't forget to remove the three apostrophe's.

Save inc_mail.asp and upload it to where your forum is.
You should include your full email address as the username (3rd last line).

Test sending an email from the forum and post the result here.
