I am looking for a way to have a particular area that everyone can see, and respond to, just not initiate new topics. I've played around a lot, and can not find a way of doing this, so I feel that makes it mod-fodder.

I'm think like, a site news section. You want every visitor to be able to read the news, and I want them to be able to comment on the news. I don't want them writing up their own news though!

Any ideas. If I'm missing something in the original code, I'm very sorry. Please advise.

That can be achieved through moderation. Just choose to have only the initial post moderated, and you can reject every new topic you desire. All replies will be automatically accepted.

Yes... but moderation is a site-wide setting isn't it? I have 30 some different categories, and only want 2 of them setup this way.

The forum wide setting just opens the possibility to have moderation. Then you need to configure the categories and forum properties where you want moderation. By default, even after enabling moderation site wise, no categories and forums are configured to have their posts moderated. So, you can configure only the 2 categories (and the forums within) to have moderation enabled.
