Is it possible to share one database for two different servers? In ASP, can I connect to a database on a different server if I have the username and password?

SQL Server, yes as long as the proper database drivers are installed on the web server.

Access, probably not unless the 2nd server is on the same local area network and an admin can set up the db connection properly.
