Do I need to be running my own server/have full access to the server my forum is running on to make, say, a custom 404 - Page Not Found message, in stead of having your host's default one?

If you're hosting your own, you can do that through IIS controls.

If not, if you open a support ticket or contact your support center for your host, they will probably give you a custom 404.

Some hosts, like mine, also give us a control panel where we can set up our own custom error pages.
