The time difference setting in admin options is if you wish your forum to use a different time to your server. Try setting that option to 0 and the forum will use your server's time zone of GMT+2.

That is what I thought, anyways I imported my backup table and its working, the bias was out, but from the admin front end both my dev and live site were identicle..
