Moderation means topic moderation, has nothing to do with your moderators.
This error message is indicating that Moderation is turned on for the forum in question, and that there are topics that have yet to be moderated before they show up in this forum.
Go to that forum logged in as the administrator, and you should see topics with a different icon next to them, with a plus and minus sign on a folder.
Click this icon to either allow/deny the topics, then go back and try to perform the action you were doing. |
