Is this part of the Active Users MOD? or something else using a global.asa file?
If it's the latter then it's becuase of one of two things most likely, either the server or IIS is being restarted reguarly, or possibly its Server 2003 in which case application pools reset every 29 hours by default, both of these would cause any Application variables to be reset to zero.
