I have a forum set up where I want users to be able to read the posts and reply to existing posts but not be allowed to start new posts.
Is there a way I can do that?

You should enable moderation and configure it so that only original messages need to be moderated. You can then approve the topics you seem fit (or none at all). With the proper choice for moderation, replies won't need approval.

Admin Options -> Feature Configuration -> Enable Topic Moderation -> On

Then

Edit Category -> Moderation: -> Allow Moderation in this category

Then

Edit Forum -> Moderation: -> Original Posts only moderation
