Can't get past user agreement

I had a site user to send me an email today saying he could not get past the user agreement. I tried it myself, and had the same problem. When you push the "agree" button, the page just reloads. I could use some help here.

Mayabe so, I just tried a computer that didn't have it (norton), and it worked ok. I then turned Norton off, and it still didnt work. Any suggestions?

I am not sure if I am supposed to modify the inc_header_short.asp when I add the referrer mod? If so, can anyone tell me where to insert it in the code?

I knnow what to do to the inc_header.asp. I just do not know if I need to modify the inc_header_short.asp as well.
