I am trying to create a topic in one of my forums and I need to set it so that only one person outside of myself is allowed to post into it. Everyone else is allowed to view but only one other person and myself as the moderator can post into it.
I don't think that's possible without code modification. You could just tell everybody that posting is reserved to you and that one user, but that's not an ideal solution.

If you lock the topic and have no moderators, only the administrator will be able to post.
You can lock the category. That prevents all new topics from being posted unless by an Admin or MOD.
