I am using Visio 2000 Standard. Has anyone tried 2003? If so, is it better? The upgrade price is only $100 and work will pay for it anyhow. I just don't want to bother if there aren't any real imporvements.

I've been using 2003 for 2 years now, and it's just a very small bit improved compared to 2000.
So, I'd stick to 2000, and ask your boss for the 100 bucks
