I am interested in using the Snitz software to run a BB where I would like to charge a fee for annual membership. Is this supported?

Supported how? There are no means to record who paid or not, but there are means to restrict access to the board or individual forums.

Some of Snitz's compettitor products do support paid subscriptions (IPB 2.0 springs to mind) but it's not something currently available in Snitz as ruirib has pointed out.
