I have a forum for Annoucements but I want to have it so that when a new Annoucement is made, the post's title comes up above the forums but below the logo/login etc (so that you click on it and it takes you to the Annoucement)

what kind of changes would I need to make?

this isn't what I was looking for, I ment a single link to the new annoucement that updates when a new topic is created in the forum for annoucements, basicly the link would look like this

Latest Annoucement: Forum News

that sits nicely above the top of the forums on the left.

anything like that possible?
