There is currently no official versions of the Snitz Forums in any other language except English. Snitz version 4 is in development (plaese, don't ask when it will be complete) and you can download a beta version from the sourceforge page linked to from the download page. Please bear in mind that it is still in beta and it is not recommended for testing/demo purposes only. The other options you have is to have a look in the mod forums for a translated version or translate it yourself (wihch would be pretty time consuming). To answer the second part of your question; yes, you could overwrite your English forum with a Norwegian version as all you'd have to do is replace the *.asp files with the translated ones, no need to upload a fresh database.
