is it just press lock ?? if not what's the lock icon for?

The lock icon is used, if you want to lock the topic -that is, if you do not want more posts in that topic. Only reading is possible.
You have to make it 'sticky' in order to make it appear on top.
Actually, I cant remember if this is a MOD? -else look for 'sticky topics' in the forums.

You'll need to enable sticky topics in your admin options and then click the sticky icon next to the relevant topic on forum.asp or check the sticky checkbox when posting a topic.
