Uhm, let's see... I'd take the jun, I mean images from to header.htm file and include that in inc_header.asp so you won't need the frameset anymore. Also, dump the pop-up window. I wouldn't have known it was there if I hadn't checked the source of header.htm so I could block those small ads.
Not much else to comment on... it's not a color scheme that appeals to me, and the slogan (I guess that's what it is) isn't something I'd put on a site either, but to each his (or her) own.
