The logo makes my eyes hurt. I think you tried to go for a shadow effect, but it's not working like that.
The icons have halos (the small border of white pixels around them) which you really should remove. Resizing them to cut down on the size wouldn't hurt either IMO, but then again, if you like those big icons, stick with 'em
The "popup table color" (as seen on post.asp) is some kind of baby blue. In itself it's a nice color, but the white text and links disappear on it, not to mention that it doesn't fit in with the rest of the forums' colors at all.
I really like the idea of the rules page, but the format should be a little different. Try adding blank lines inbetween the different categories for the rules. It'll help make it easier to distinguish them.
