Sorry, how to do what? Your message is not very clear? You need to have email working to be able to use the Forgot Your Password link.

Like ruirib said, you need to configure your mail server in the Mail Server Configuration to get the needed feature to work

I don't know whether 3.1 Final had this feature. I know 3.1 SR4 had, since I used it, but configure the email server and you'll find out in no time.
