Does anyone have the instructions on how to finish amending the code so as to set the amount of time a Member is allowed to Edit Topics & Post? Like maybe 30 minutes or so.

You can set that in Admin_Home. Place a time frame - in minutes [up to 9999] - that you wish to allow members to be able to edit posts. There should be a place to do that in Forum Features Administration.
