I have downloaded and setup the basic forum code. I have successfully started the forum, setup the admin account, etc. I plan on moving from the private development server to the public server once I've fully configured all forums, categories, etc.
I notice that this (and most production forums I've visited) forum has the ability to set some topics as Sticky so they remain at the top of the listing. I've looked at the various portions of the admin setup and don't see this option in the basic forum, therefore I assume it must be a Mod. I've search and been unable to locate this mod.
Can someone direct me to the source for this Mod?

It's not a MOD.
Admin Options > Feature Configuration > Topic Features section > Allow Sticky Topics. |

No, this is not a MOD. You need to go to your Admin panel, Then on the left side, select Feature configuration. Then, under topic features, your 1st choice will be Allow stick topics. Turn that to on, and you are good to go |
