I'm currently using the IPgate Mod here...

which is a great mod, the only problem is that banned users can just clear their cookies and sign up with another user name and most IP`s change every time a user dials up, since I have had a lot of problem members lately on my forums is there any other ways possible to prevent banned user from signing up again, I know this is probably a difficult one, I'm just tired of having to keep checking whose who, I have better things to do. I'm sure this happens to all of us, just wish there was a way to stop it completely.

Some things I have thought about is maybe putting the cookie in a different location on the user computer but I'm not sure how this would work or if it could for security reasons, so that when they clear cookies it would still leave the banned one on somehow?

I've currently stopped all new registrations for the time being until I can think of something to stop all this, any comments, suggestion, help or possible solutions with this would be greatly appreciated

What you could do is:
- restrict user registration (drastic...but powerfull)
- e-mail validation with 'require unique e-mail address' (they'll have to use a different e-mail address each time they register, as long as you lock the other ID's.)
- report the user as abuser at their ISP (also very drastic, but effective!)

There is a MOD posted by Dayve that will moderate the first 10 posts of a new user so you can catch crap like this before it is visable to the other members.

Thanks for all your replies, I have recently reported one member to the ISP, unique email is on, I'm sure I read somewhere that you could actually let people register but require admins only to activate their account?

I`ll do a search see if I can find anything about it, thanks again for your input
