No I had logged in under a different account. It doesn't have Admin rights. See I'm the admin for the board, but I also have a normal user level account, korloch under the members listing. That's the account that couldn't post when the poll was listed as everyone.

Once you voted from that computer, you won't be able to vote again. It stores a cookie on your computer.

If you want to be able to vote depending on the user account your are using, set the poll to "Members Only", instead of "everyone".
