How can I disable Sticky topics for Moderators ?

I want Only Admins can use Sticky Topics , is it possible ?

Yes it is, in post.asp on line 1102, change this:
if ((mLev = 4) or (chkForumModerator(strRqForumId, strDBNTUserName) = "1")) _

to this:
if mLev = 4 _
