An Admin could change a user's password for them and then e-mail them their new password. If e-mail is not enabled on a forum, then the "Forgot Your Password" function won't work. Or if e-mail is enabled, then the admin could point them to the "Forgot Your Password" link.

Why is the second line offered as a way to modify your profile information when it's not? It's one of two ways of getting a new password when you've lost yours, and it's a way of getting help if you should encounter problems about which you can't post on the forums because you can't register or log in. A change is in place here IMO...
