Can people who dont have SQL installed use these as stand-alone programs to access online databases?

I think you can, for example, after expiration of a SQL Server trial version. Don't know if you'd be violation any software license though...

Creating an Access Data Project will also allow you to have a cool front end to an SQL Server database.

You can.

Download the trial version of Sql Server 2000 and you can install the client tools to remotely administer SQL Server. They don't expire.

You may also install MSDE (a cut down version of SQL Server 2000) so you can test code, etc. locally.
