Is the "Announcement" mod included in the base code now (I know that sticky topic is)?

Also... Is there an option in admin settings to turn on/off the "Change Category Group" navigation at the top of the page?

No, the Announcement mod is not included.
Yes, the Change Category Group can be turned off from the Admin panel.

Well I'm on vacation now, even if at home, and I'm at my computer most of the time... I wouldn't say I'm on 24/7, but now it can come close to that .
