How can I make it so only people with username and passwords can log into the forums?

Log in as Admin or a user with admin rights.
Then create or edit a forum. In the "Auth Type:" drop-down box you may select which users are allowed to browse the forum. You have several options, including "all visitors", "members only", "password protected" etc...
Try to make several test forums and see the difference of the different options.
