I've got an idea for a MOD that will involve a new Forum type. As I see it now
Normal: FORUM_FORUM.F_TYPE = 0
URL: FORUM_FORUM.F_TYPE = 1

Can I use 2 without causing a problem? Or would another number be preferable?

I would pick a larger number just incase things change in the forum, why not use 101.
