I figured it out. Because the edited inc_top.asp file was included in the zip, I didn't keep a copy on my hard drive so when I needed to update the next inc_top.asp file, I uploaded the version that wasn't previously edited to support 'Forum Announcements'.

The next issue I have is that I want to include more than one announcement at a time. Is there a way to do this?

Another problem:

For some reason, I can no longer add a commencement and ending date to the announcement - the drop down menus do not show up! They worked fine yesterday.

How can I fix this?

NEWS FLASH
Whoa! They're back! I just checked them again and I haven't added anything and the drop-down windows are back. I guess that it will work now.

my only suggestion would be to upload a new copy of admin_add_announce.asp.

Not sure why things wouldn't be showing up...

I noticed that any format options on the 'admin_edit_announce.asp' page do not work. Anybody seen this before?

I found the problem, I installed the Forum Code Addition MOD and had to change 
<td bgColor="<% =strPopUpTableColor %>"><textarea name="Message" cols="33" rows=6 wrap="virtual"><% =Trim(cleancode(TxtMsg)) %></textarea></td>
to 
<td bgColor="<% =strPopUpTableColor %>"><textarea name="Message" cols="33" rows=6 wrap="virtual" onfocus="getActiveText(this)" onclick="getActiveText(this)" onchange="getActiveText(this)"><% =Trim(cleancode(TxtMsg)) %></textarea></td>

in 'admin_edit_announce.asp'
