Has anyone used this mod?

I have downloaded it, and read the readme. The file policy.asp in the zip doesn't seem complete. I an aprehensive in applying this mod. The only other mod I have installed is Avatar 2.0. The forum is working great, so I don't want to mess it up.

Looking for insight.

If there is a better mod to regulate members, please post. I don't want to send out emails, I just want to prevent the wandering user from registering. My forum is only going to have a few members that are friends of mine.

The policy.asp file included in register.zip has these lines:

!--#INCLUDE FILE="config.asp" -->
<!--#INCLUDE FILE="inc_functions.asp" -->
<!--#INCLUDE FILE="inc_top.asp" -->

Does that mean the code that follows is to be included in the functioning policy.asp? I don't understand how to install it.
