A few clues:
The problem was with the Avatar v2 MOD. Reverting to the register.asp included with the Email Validation MOD zip returned functionality.
I now get an "already activated" notice, but it works.
These two mods are hard to get working together.

regarding making sure ALL the fields in MEMBERS are in MEMBERS_PENDING
After doing this, I had to check the error messages by viewing page source on misbehaving pages, and found several places in register.asp that needed entries for M_AVATAR_URL.
I'm sure I may have missed something, cause I'm not an asp programmer, but it's working.
