It's not very effective to place images into the database, but a pointer to where the picture is located is better.
While I'm sympathetic to their plight of not having a spot for images, there are plenty of places you can get cheap storage space from.
Or if the forum host wants to allow file uploads, they can.
For instance, I have 750 megs of space on a Unix server with MySQL and Chili!Soft support for a fee of $24.99 per year. (No SpicePack, so no e-mail.)
From eBay of all places.
For $8.95 you can register a domain name at GoDaddy.com.
So for less than a price for a video game, you can have your own domain and space to host a forum.
