I believe that even an admin's amount of stars depends on the number of posts (s)he has made. Take a look at your forums' ranking settings and the number of posts you've made. Your posts should be the same or higher as the level where members get two stars (and lower than that when members get three stars).
It's in inc_functions.asp. Look for getStars() or getRankings() or something like that. I don't remember the exact names of the functions but I recall that there's a little section for the stars and rankings and it is commented out as such.
