If a forum is set as unmonitored, and then someone posts a nasty inappropriate message, can it be removed at that point?

yes.
The admin can always remove posts that (s)he thinks are inappropriate.

Also you don't have to turn on moderation (or monitoring as you call it) in order to have moderators assigned. Just edit a member's profile (go to members.asp and click on the icon to edit that member's profile) and change his/her member level to Moderator. Then in the Admin Options you can go to Moderator Setup and assign moderators to your forums.

Just to add a little more clarification, Moderators are basically users who have access to many of the Admin features that enable them to manage the messages posted on the boards. This includes things like deleting, editing and moving messages.

As FrutZle says you can assign Moderators to each of your forums (you'll want to make sure they are users you can trust and rely on first) and they can then help 'monitor' your Snitz Board for you.
