i need some way to read the bookmarks/favourites of a user so i can write them to the db for their Online Favourites Mod basically just when the user clicks a button it transfer all their books from their pc to the online db on the forum they are member of

You'll need to make an ActiveX object, or possibly a Java applet. For obvious reasons, you aren't able to see a user's favorites without their knowledge.

i was hoping i wouldnt have to write a active x
i thought since it can write to favourites, it can read from it
so there is no other way out other than activex, java applet?

I don't do Java so I'm not sure an applet can do what you want. I surely hope there is no silent way a webmaster could read the favorites of a visitor!
