It seems that when a new user registers with my forum, the first time they log in everything seems to work, but when they log out and then come back they have no access to post or edit their message. This is true with the admin account too... I install the forum, and logged in as admin. Changed password and logged out. I then logged back in and still had no admin or any other function. All I could to is read... Is there a known issue with this... My forum is located at
http://forum.joeman1.com

Also, I have cleared out my cookies and tryed it on another computer and still the same issue

I can tell you why that is happening.
You are using frames. So between the 2 urls, forum.joeman1.com and joeman1.com/forum_pub/forum/, the cookies aren't being set right.

Can you go into your admin options, http://joeman1.com/forum_pub/forum/admin_home.asp , Server Information, and tell me what the value is for "PATH_INFO" and "SCRIPT_NAME". Also in the Forum Variables Information, what the value is for "strCookiesURL".

The Path Info is
/forum_pub/forum/admin_info.asp

Script_name is
/forum_pub/forum/admin_info.asp

strCookiesURL is
/forum_pub/forum/

Ok, what do you have your cookie settings at?
Website or Forum?

If you have it on Website, change it to Forum.
Then you would need to clear your Cookies folder and your Temp folder and try logging in again and see if it works.
