After experiencing an '80004005' error, I contacted my server's tech support. The problem was fixed but I was told:
In regards to your issue, the reason why the error was occurring was due to the fact that your database had been locked due to the fact that connections on it were not closed. We had to stop and restart the services to clear the connections on the database. Please check your Access database and make sure you have configured the script where you close the connection string so the user who views your information on the browser is not logged on to your database after exiting out of your database.
