Has any attempted and completed implementing MSN Messegner into the forum - simular to the Yahoo or AOL messeneg?

This has been attempted but is not possible due to the way MSN Messenger is constructed.
You would only be able to see if someone is online if that someone has allready been added to you MSN list.

Has anyone looked at the MSN Messenger webparts that are supplied with the Microsoft Digital Dashboard?

YEs, the problem is as gor stated, unless a user is already in you MSN contact list, it is not possible to check their status, unlike the other where you just need their username or id
