Yes, admins and moderators have abilitiy to delete the topic. But I think -as UBB has, topic (or reply) authors must ability to delete their post (or topic)
Also, this option (delete topic) must add to the "Edit Post" page...
original authors may delete replies to a topic but not the original topic which I think is a good feature. there is no additional mod needed to delte one's own reply.
