Should I download the snitz forums 2000v3.1 sr4 setup-fix? If so, do just unzip it to the same directory where I have the current forum files unzipped and let them overwrite the files with the same name?

depends on when you set up your current forum. If before the fix, then yes.

Download the fix and compair the dates of the various files. If newer, replace them. Since you just downloaded it last night, I'd just go ahead and do the fix. You don't have any modifications yet to worry about overwriting. Go for it.
