Read the readme.txt file included in the download. It'll give you instructions on installation.

i read them but it just confused me
i've got a bunch of files how do i view and edit the msg board

Fist thing, you have to get a domain name (a .com, .net or .org name), then find a host for your forum (many hosts will register your domain name). Go here to choose a host:

http://forum.snitz.com/forum/forum.asp?FORUM_ID=67&CAT_ID=5&Forum_Title=Forum+Hosting

Then, edit your config.asp file (included in the package, then upload all the files according to the instructions in the readme.txt file, then run setup.asp from your new site location. That will setup your new forum.
